Construction Revolution Advances Housing Innovation & Technology to Meet Minnesota’s Affordable Housing Needs

Construction Revolution is a movement of individuals and organizations who share a common interest in making housing more affordable for all — by dramatically reducing the cost to build it.

Based in Minnesota, we are run by a Core Team of local leaders who came together organically around the call to action in the 2018 Governor’s Task Force on Housing report: to build 300,000 new homes by 2030 and position Minnesota as a national leader in the advancement of housing innovation and technology.

We are supported by an Advisory Group of local leaders, as well as a network of partners, and funded through the generous sponsorship of local companies, public sector entities, and philanthropy.

Our Mission is to promote the effective use of offsite construction techniques in Minnesota by facilitating learning opportunities, advocating for adoption, and increasing public knowledge.

Our Vision is that by 2025, 10% of multi-family residential developments in Minnesota will meaningfully use advanced, offsite techniques.

After hosting the Construction Revolution Summit in fall of 2019, we published an action plan that lays out practical steps for making offsite construction a meaningful part of residential construction in Minnesota. We are thrilled to report that we have big initiatives underway on three of our five actions:

• Launch Multi-sector Innovation Cohorts – On February 10 we will kick-off a five-week course of instruction and workshops for 25 multi-sector cohort members working on real projects. We have teamed up with the international experts at MOD X to serve as our faculty for the course. We want to thank the Family Housing Fund, the Greater Minnesota Housing Fund and Ryan Companies for their financial support in developing this exciting new opportunity for the housing development community to get a hands-on, practical team approach to learning more about offsite residential construction.

• Develop and Promote Learning Opportunities – We are working with the Minnesota Department of Labor and Industry to offer a course for local building officials in Spring of 2021 to better understand Minnesota’s innovative building inspections structure for industrialized buildings.

• Incentivize a Series of Pilot Projects – In December of 2020, Minnesota Housing adopted the guidelines for the 2021-2022 consolidated RFP which includes a selection preference for multifamily affordable developments using Innovative Construction Techniques that save time, money or both. Developers will learn in May of 2021 if their projects qualify for the preference. Minnesota Housing will announce all of the projects selected from the RFP in December, 2021, so we hope to see affordable housing developments using modular construction under construction in Minnesota in 2022.
